This is the 16mm film titled "Growing Kawaguchi City". The roads were pitted with puddles here and there after the rain as sewerage was poor. About that time, the city water began replacing the well water.
As Kawaguchi was near to Tokyo, politicians from Tokyo often visited Kawaguchi, an industrial city, and made a speech.
